What's the best response to and safeguard against persecution? Unity. Jesus called His disciples to unity, and Paul repeats that call here for the Philippians. He urges them 'to stand firm in the one Spirit, striving together as one for the faith of the gospel without being frightened in any way by those who oppose you.'
